The Future of Care Report

We do not predict the future of care; we explore the possibilities that shape it.

The Future of Care is a futures scenarios report developed by İhtimam Association using a strategic foresight approach. Rather than presenting a single prediction, the report examines the trends, critical uncertainties, and alternative scenarios that may shape the future of care.

The future of care is being reshaped by interconnected forces, including population ageing, climate change, technological developments, gender inequalities, migration, social isolation, and transformations in public care infrastructure. These shifts affect not only care services but also the ways we live together, build social resilience, and sustain life.

In this report, we approach care not merely as a social policy issue or service sector, but as a foundational infrastructure that shapes the future of societies. The study draws on desk research, literature on care economies and care ethics, international foresight methodologies, and insights from experts across multiple disciplines. It also incorporates the knowledge, experiences, and observations of caregivers, people with lived experience of care, and members of the İhtimam community.

Throughout the research process, we analyzed the long-term transformation dynamics shaping the care ecosystem and developed four alternative future scenarios based on different combinations of these forces.

The scenarios presented in the report are not intended to predict the future. Instead, they are designed to help us ask better questions, make more informed decisions, and collectively reflect on different possibilities. Each scenario highlights the conditions under which care may be strengthened or weakened, the critical tipping points that may influence outcomes, and the choices being made today that could shape tomorrow’s care systems.

We hope this report serves as a shared space for reflection for civil society organizations, public institutions, local governments, researchers, care professionals, caregivers, and anyone interested in the future of care.

Because the future of care will not emerge on its own. The relationships we build, the policies we develop, the technologies we design, and the decisions we make today will shape the care ecosystems of tomorrow.
